If it was civil war, the blue would have the advantage of Wharf Rat the best Civilization player in the world, at least in my house, at least when my kid doesn't drop by.
There isn't a war. It would be by initiative, ballot box, whatever. Democracy, ya know? Y'all need to stop talking about it being violent.

If it is to be by Democracy you would have to get overwhelming support in the breakaway states and probably a majority in the country as a whole as well. Every state that wanted to leave would have to vote yes plus if you want to make sure there is no war you would have to get Congress to vote yes as well.

But even without war the economic, legal, and political complications would make the whole process messy.
