With a new opportunity in Congress, the filibusters will be overcome for at least the fundamentals.

I like the idea of a "National Capital Formation Act" as a step toward a total reform of our socialist monster tax system. Some features that would be a super-charge for the economy:

1) A straight-up 5%-only tax on dividends, interest and capital gains, worded to leave open total abolition after a certain number of years.

2) Abolition of the fraudulant "corporate income tax", with is REALLY a hidden tax on citizens.

3) Abolition of the AMT and estate tax-with prejudice (i.e, the requirement of an 80 % majority in both houses to re-establish them.)

4) Comprehensive tort reform-coupled with a constitutional amendment being sent out which outlaws contingency fees and requires LOSER PAYS in all civil suits.

5) Sunset provisions on ALL federal regulations, and no possibility of any "omnibus" bill to re-establish them. Add to that a requirement of a third-party economic impact statement for ALL proposed regulations of any kind in the future...
