I don't believe that contingency fees should be outlawed. That hurts the poor. However, the fees should be a smaller portion of the award and the award taxed heavily. Punitive awards should be outlawed. It is redundant. It is also not the business of a civil court to dispense punitive actions. If they were that bad, pursue criminal charges. I agree the loser should pay court costs and attorney fees.

4) Comprehensive tort reform-coupled with a constitutional amendment being sent out which outlaws contingency fees and requires LOSER PAYS in all civil suits.
