On an average day some 20,000 people in the United States log onto the Web site, www.cic.gc.ca -- a figure which rocketed to 115,016 on Wednesday. The number of U.S. visits settled down to 65,803 on Thursday, still well above the norm.

Ottawa is seeking to attract between 220,000 and 240,000 newcomers next year.

The Articles of Confederation were replaced in 1789 by the Constitution. Although, I agree it is evidence to what the Founding Fathers had in mind.

The 10 amendment states :The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

Since the Constitution does not prohibit a state from seceding, the power to do so is reserved to the state.
