Well, of course ANY tax can be argued to be unfair to lower income individuals. There are many ways to circumvent that though. One would be to do as most states do with sales tax, which would be to exempt food and medicine, the other way would be to offer a rebate as fair tax is discussing, although in my mind that is too complicated and subject to abuse. The best arguement AGAINST VAT tax is that it conflicts with states most prized tax THE SALES TAX.
