Combine that with an effective border closing, and the problem would be mainly solved. I have often thought that if they started picking up and depositing over the border in Tijuana about 500 illegals a day in California, the word would get out and they would not come back. Combine that with the guest program, and we would make a start.

Rove thinks this would alienate the latin vote. I think it could be sold.

That seems so obvious to me that I scratch my head over why we haven't done it. There was a law passed a few years ago putting the onus on employers to verify citizenship and imposing penalties for hiring illegals. Don't know what happened to that but it doesn't seem to be in effect.

I hesitate to say this but will continue to have a problem as long as we grant automatic citizenship to anyone born here regardless of parentage. If we're going to amend the Constitution, I'd start there.

CB, What many people do not understand, is that these workers from Mexico are doing jobs that most American citizens, regardless of race, creed, or color, will not stoop to do. Our economy is helped by their contributions, and having a guest worker option, would solve more problems than one. They will get the work, and earnings, that they need to feed their families, and those that hire them, will get good labor to perform the jobs needed to get their products to market. Another thought, is that if they are allowed to come, and go, they would be less of a burden on services paid for by America's tax money. IMO, it is a win, win, option.
