Where you and I disagree is primarily re the likelihood you or I or anyone else here will have to face a bio attack.

I know we disagree.

I see little reason to discuss this with you in detail since you don't seem to be aware that in your lifetime Americans have already endured Bio-attacks in Oregon, Florida, NY, New Jersey and Washington DC.

I doubt you know about the bio-terror in Pennsylvania in 1763, the British attempts to use Smallpox against the Continental Army, the German attempts to export bio-agents to the US in 1916, or the Japanese WWII unit 731.

Concluding that a bio-terror attack against America is unlikely is like saying Pearl Harbor, the Oklahoma City Murray Federal Building, and the World Trade Center attacks never happened and similar attacks against America are unlikely.

I find no place to even begin a discussion from that point of view.

What about the anthrax attacks in the US following the 911 incidents? It was scary how fast the conversation about anthrax disappeared from the press.
