There are those who blame the Vaccine shortage on a 1993 law that locked the US government into buying over half of all vaccines at a roughly 50% discount. It was the one piece of Hillary Care that was passed.

What the WSJ should have said is that a Republican Congress picked a single element of Hillary's proposals and passed it with little consideration to the after effects on vaccine producers. And for ten years thereafter the US was able to procure flu vaccine ... and then came bush and his single minded pre-occupation with terror to the expense of all else. Just another way to look at thing...
