Bush likes the term war on terror because he can label anyone using unconventional tactics as a terrorist and paint them with the same brush as the 9/11 hijackers. It may be great for motivating the base, but it leads to lousy foriegn policy. Such a maleable term will always ultimately come to mean a definite group. The only group that fits the bill is Islam, hence this is on the road to being the war on Muslims anyway.
