I think it would have enhanced Arafat's prestige to bring home the bacon, and given him a freer hand in dealing with rival groups. I admit, he might have been assassinated by rejectionists, but that was a constant danger anyway. I think he would have been in a good position to obtain even more rehabilitative aid, and, assuming he didn't steal it, to have a visible impact in improving Palestinian society and gradually emptying the camps. I think the best he could have hoped for was partial internationalization of East Jerusalem and its suburbs, or autonomy within the framework of ultimate Israeli administration, but something that allowed the Arab character of the quarter to be maintained would have been hammered out.
