I've often wondered about the same thing. My own take on it, though, is that Colin Powell is a highly competent individual, but he has been hamstrung by an administration that doesn't bother with diplomacy. When you have an administration that creates policy in order to back diplomatic efforts, you often see the rise of a great SecState. But when the adminstration uses only military to solve problems, the SecState has no chance to succeed.

It's sort of like a Quarterback that never passes the ball to the star Wide Receiver. The WR can never make the Hall of Fame, if he doesn't post big numbers. For that he, needs a good QB that gives him plenty of looks.
