Government engineers are sometimes nuts. There is a proposal out right now for a parking lot in a small township. The specs are on the gravel are very strange and accomplish nothing but reduce drainage and will not compact as well. I pointing this out to them and advised that they should ignore the specs and go with a layering approach of three standard products which would save them money and give them a better lot. They agreed. They asked the engineer what advantages his design had over the logical approach and he had to admit none. He just felt he had to create something to justify his job. The lack of common sense by our government over so many issues has caused so much waste and inferior projects...
