Which side is an average moderate likely to take up arms against ? I think the locals would win over the moderate hands down.

The average moderate won't take up arms at all unless he is forced.

A lot of the insurgents are not locals. They are terrorists from other countries, or radicals from different areas in Iraq. Some of them are fairly secular but as far as I can tell the majority are radical Islamisicts. Most Iraqis don't want a Taliban like government.

Our problem isn't as much with the moderates joining up with the other side, its the fact that many of them won't lift a finger to help us. The amount of effective support we are getting from Iraqis seems to be increasing but at a glacial pace.
