Actually Bush is proposing exactly what the Democrats asked for in the 90's. This is why the Democrats moved from their famous 'lock box' 90's discussion to their newer 'generational contract' on Social Security.

Just as they had never defined what a 'lock box' is, they never say how to fund a greying society (except with the old adage -> tax the rich).

His plan is that workers could invest as much as 2.5 percent of their earnings - or about 40% of their share of Social Security taxes - in private accounts which could be managed by themselves or thru financial advisors. So fully 60% is still in the general fund.

Does this 'replace' Social Security or 'modify' it?

You choose the semantics.
