Karen,

The word 'replace' in the context of the anti-Privatization MSM (ie the anti-Bush NYT) is a loaded term (as was 'lock box', 'generational contract' etc). Its used in the context of changing the benefits of existing retirees.

Privatization is used by Bush as a way of saying - ok - lets create a lock box to ensure something exists for the younger generations, for whom existing demographic projections fail.
