4. Get fully engaged with China - if we want to be a global player, they can't be at arms length.
5. Work with the EU and individual countries..yes...France, Germany etc..we have two years worth of fence mending to do.
6. Re-engage with the UN - Encourage the Security Council to pick the top 10 burning platforms (like Sudan)around the world and focus on solutions.
7. Sign and help enforce the Kyoto Accord.
....and one domestic program.
8. Renew the country's infrastucture - you fund it just like FEMA (but more money) - rebuild railroads, bridges, roads - ban fossil fuel cars by 2020 - R&D tax credits for companies developing alternative energy sources (not the timid past attempts at incentives for companies). This will create jobs...good ones.
