Ms Li says APP has also been logging there for two years without permission from the central government.

Perhaps the Chinese government environmental watchdog department needs upgrading or at least de-centralizing. Two years is a long time.

So part of either the central government or the regional government is using the Greenpeace report to pressure (or signal) local officials...

So this means that Greenpeace becomes an arm of the Chinese government ?
