You make a good point. However everyone will believe the deterrent because the harm will be done by saying it. It also puts the ball in bins hand as to whether to risk islams holiest sites and millions of its followers so he can blow up NYC. Think on it for awhile longer NC. What about #2 which is declaring that we will nuke states who help bin nuke us?? Remember also that during the Cold WAr we were ready, willing and able to nuke moscow if nyc was hit. Russian people are not chopped liver but we were willing to make that a credible threat. If the saudis continue to finance al q and thus the nuke used to hit NY, then they are culpable and i will feel just as sorry when one of their cities goes as i would have if it were moscow back in the 60s. mike
