That is partly because those areas are controlled by the British and partly because the Shias think the elections will be fair and their legitimate representatives will win. Wait until they see that the elections are rigged to get Allawi or a similar American puppet put in power. Bad as things now are, this will look will like a picnic 1 or 2 years from now. Iraq is already a disaster, but it will eventually turn so bad that even someone like you will begin to find that it is a mess.
