You are missing a basic point altogether. It doesn't matter if UN is inept. It is inept about most things equally. It is the perception that it represents global will. The important part is the relative acceptance that comes from the action that comes from that.

UN has been control by a select few countries forever. Why do you think Bush keeps talking about Cooalition (although our coalition is really laughable), even though we are pretty much doing what we want. he's trying to not lose the battle of perception (which he has lost, IMO).

That would be 15 years too late. So far we have lost 50k+ innocent lives and counting. Inexcusable.
