Well, in the Cold War era, your blacklist was rather short: the USSR, China, Cuba and that was it... If a nuke had blown up in a US city it would have been pretty straightforward to trace back the culprit... But now that America's list of foes extends from France to North Korea, to Iran, to Syria, to Cuba, to... who are you gonna blame if a nuke blew up in your face? And remember: you can't trust your intelligence slouches (CIA, NSA, etc) So, who are you going to revenge on? Sudan?
