I have heard that this guy has been in the country for 25 years, graduated from HS here and served in the US Army. I don't think there were any language issues.

C'mon. I have to believe that after 25 years here with a wife and 6 kids, he knows murder is illegal here, language, culture, and history aside.

Even if he'd been here one month, didn't speak English, and was a loner, he'd be held responsible for his actions... unless it happened in a blue state.
