Modern political systems are all deeply flawed. They don't provide sufficient separation of powers. For starters, the executive branch has too much power over the judicial system. Judges are hired, promoted, and in case of supreme court are bluntly installed by the executive branch. And there is very little supervision over the executive or judicial branches (presumably, the legislative branch is supervised by the people).

A proper system would take a few hints from the ancient Greek. There would be 4 sets of elections. Just as we elect the head of the executive branch, there should be an election for the head of Judicial branch who in turn will take his budget and requirements to the congress and act independently. Seeing the quality of characters that often make is into the presidential office, the head of Judicial branch would have to first establish better character references and we should try to make his position as nonpartisan as possible. To decrease the chances of horse trading with other branches, the tenure should be a price number relative to other branches, say 7 years (and perhaps no re-elections). Next there needs be to be a fourth branch with the mandate to simply monitor and report the conduct of various branches. This would be a much longer term office, say 15-year tenures with safe guards so that it would not be overly partisan. And since we are at it, perhaps someone should run as the "war president" who would then have to justify to the people why we need say 30 different kinds of airplane in the navy and 29 just won't do, or why are we in all the places that we are.

Then the government will much better reflect our choices rather than this one-size fits all presidential model.

Oh yes, I admit I did not do enough "homework" on Bush's record at the time.
Being fed up with Clinton's lies and sexual antics "made" me take my eye off the ball, plus my right wing friends did a good "brainwashing" job on me, talking about "family values" and all that jazz.
