I would recommend an ambassador of some sort who is a Muslim. I am sure we could locate a foreign affairs professor or a military officer. It could also be a Non-American ... like from the UN, or someone from the Muslim Media, who would report the results to the World. It should however carry the weight of an official Fatwa. Non-Muslims are not permitted to enter Mecca, and in any event would not have the right to request a Fatwa from the Imam.
