Most people with ambitions to grandeur don't already control a major oil producing country.

In Gulf War I, there was no doubt, from the beginning, that Iraq / Husayn would lose. There is no reason to think otherwise, therefore Saddam was no threat to Saudi Arabia.

He failed to move into SA before the US put troops in his way. Who's to say he would make that mistake twice.
