If your going to have extensive human intel, you probably have to deal with lowlifes, if you deal with lowlifes you'll get some scandal just from dealing with them, and even more when you pick the wrong one to deal with and they betray you but if you don't deal with such people at all then where are you going to get your intel from? I think it might go in cycles. We expand dealings with thugs, dictators, drug dealers, radicals, ect. and get more intel. Then a some of these dealings bite us in the ass, a big scandal erupts "reforms" are made and we lose the sources for a generation. Tim
