Probably due to the use of the same old tactics and that these matters were done with no vision of what success looks like. However, I'd say that much of the killing has been held in check by the UN in Bosnia.

I am and was against the Iraq war: I asked the Neo-cons "What does the success of GWB's war in Iraq look like?" At the time I said, "If regular operations out of Baghdad airport don't commence after 30 days, then we will have totally miscalculated and will be there MUCH longer than we were told."

No one had any idea other than a vision that relies upon negative space (no Saddam). The prospects for the future of Iraq are measurably worse for most Iraqis than the former framing (a UN-hobbled Saddam with pipelines for humanitarian aid). That wasn't an ideal solution, but better than now or simply doing nothing. And it didn't make us look like the heavies.

Real safety for the US would involve energy independence and a gradual strategic withdrawal from the ME by the US in favor of the UN. Let Israel be treated as are the Arabs. It would serve them right to have the shoe on the other foot for a while.
