Some consequences are speculative, but intended. For example, we are trying to encourage moderates in Iran, mainly by providing an alternative version of a Shi'ia dominated government in Iraq. We are trying to isolate Syria and create incentives for normalization. We are trying to defund Palestinian terrorist groups by disrupting the flow of funds from sponsoring states. Add some unintended consequences that might flow from partial success, and we are not necessarily wasting our time, even if we end up with half a loaf........
