I don't think so. There's only one way for it to get out, and that's through the liver. The liver turns 85-90% of alcohol into CO2 and water via an enzyme, alcohol dehydrogenase.

If you mix alcohol with water, you give the liver a chance to keep up or even get ahead.

There are actually at least six versions of alcohol dehydrogenase, which vary from person to person, in large part due to genetics.

If you don't drink regularly, you don't make as much alcohol dehydrogenase, so you can't metabolise as fast, and that makes you get nauseated quicker, and stop drinking quicker (unless you're a total novice, like a freshman frat boy -- then, your lack of alcohol dehydrogenase can kill you -- you die of acute alcohol poisoning. Experienced drinkers know to stop before you start puking your guts out.)
