Under the agreements, Chinese companies will gain development rights to 15 oil fields in eastern Venezuela, and China will also be allowed to build oil refineries there. Chávez praised the agreements, signed Sunday, as an opportunity to reduce his country's dependence on oil sales to the United States, which has opposed his government's leftist policies. He said that Venezuela also invited China to help Venezuela establish an oil corporation. "We have been producing and exporting oil for more than 100 years, but they have been years of dependence on the United States," he told a gathering of Chinese and Venezuelan business executives in Beijing, The Associated Press reported. "Now we are free and we make our resources available to the great country of China." Venezuela exports 60 percent its oil to the United States. The agreements between the two countries are also part of China's effort to ensure greater access to oil supplies abroad. China's oil demand has leapt as its economy has boomed, but domestic production is flagging. Venezuela offered to export 120,000 barrels of oil a month to China, and Chávez said his country was planning to expand a pipeline across Panama to speed oil shipments to China across the Pacific.
