There is no perfect solution, and this disaster would still have killed many thousands of innocents. The Third World is much too vast to extend a vast security blanket everywhere.

But with some concern and minimal funding, it could have been better. We could have saved many lives at low cost.

But we don't fund enough cops on our streets to stop 15,000 Americans dying in drunk-driver accidents every year, so I shouldn't be surprised. And a million African children die of malaria every year for the lack of the right drugs. Who cares, it's not you and me, right?

From the searches I have done so far, some UN agencies made a small effort regarding a warning system for the Indian Ocean, along with some national governments. Whatever was needed in terms of money, expertise and initiative was lacking, from whatever source.
