Not true. Bush's overspending is a bad thing, but it has nothing to do with the SS fund. The SS fund assets stored in T-Bills come from the excess cash inflows (our contributions to SS) over outflows (payouts to retirees).

You are mixing issues.
1) Deficit issue
2) social security issue

I think we need to fix both, but the one is not dependent on the other.
