I would seriously consider going one step further. Put *both* buttons there ... "Send PM" ... and "Post Public". Then reduce the "Public Reply" and "Prvt Reply" clutter on readmsg.aspx ... to just "Reply".

That would also allow PM responses directly to any post in the batch mode ... which is not possible now without clicking on an input box and hitting Enter.

There might be a slight complication with responding to a PM, however ... since only a PM response is allowed for a PM.

I believe the bouncing eyeball discourse referred to "Edit" and "Submit" buttons, not "Public" and Private".
