Let me rewrite the intro for you:

.....this will be one of the most important disasterous undertakings of modern times. If we succeed in reforming Social Security, it will rank as one of the most significant financial disasters the government has ever wrought upon the working class and lower tiers of middle class Americans. The scope and scale of this endeavor are hard to overestimate and the dire socio-economic future implications cannot begin to be imagined.

Somebody better hire a few thousand more Welfare program employees, a few thousand more WIC employees, and a whole army of Food Stamp distribution employees.
