1 - Even if it is irrelevant in practice it doesn't change that it was likely the main reason for the amendment was certainly a reason.

2 - Its not entirely impractical. Think of the problems the US is having in Iraq. Now multiply that by 10 to account for the difference in population and add any of the regular army that fights against the totalitarian government. If the government is firmly entrenched, has some degree of popular support and a larger degree of popular acceptance than even a few hundred million private weapons might not be enough to do more that make life somewhat more difficult for the regime, but the weapons could help deter or prevent such a regime.
