It doesn't matter what program specifically, any program that has results which are counter to its intent. The only way you know if it has produced results counter to it's intent is to measure it against those original goals. You claim those in favor of these programs are reluctant to do that because they fear that others with competing ideologies want ALL social programs destroyed. To me this seems like the cop out of someone who fears that in fact the critics of social programs might be right. All programs need to be tested for their effectiveness, including those carried out in the name of defense and the military.

My point is if we are going to judge effectiveness the military and pork barrel spending in general should not be exempt.

They shouldn't be exempt. I answered that way to show you that defense has succumbed to pressure to be more accountable, more efficient, it's shrinking. I figured you'd be happy knowing that a far lower portion of our national income goes to defence than in the past. Is this not a desirable goal?
