What I was misunderstanding is that there would be no additional debt incurred if we begin to privatize SS. Is that because the accounting is such mumbo jumbo? From what you've said here we will incur additional costs if we privatize.

I am not against the additional costs. They are the price we must pay to get govt out of the retirement business.

We just need to make sure that those in the system get what they are expecting to get. And we need to make sure that brokerages don't get rich at the expense of neophyte investors. Investors brought into the market by a govt program.
