Nope.

US presence didnt automatically prevent another Fallujah or Ramadi for that matter, replete with torture chambers. So it could work both ways, no?? Thats been my point for the last several months--it is possible that less troops yields less falujah/torture chambers. Not all the iraqis fighting us are saddamistas or terrorists. There are plenty of nationalists who have thrown in their lot with the terrorists because they hate our presence more than they value their own freedom or see us as an impediment to sunni power. The majority of iraqis seek a good outcome and elections would be the desired choice but among the activists, we may be able to have more influence on the sidelines. If it splits up into its components an iraqi sunni nationalist group may gain control and kill the terrorists and then start discussions with Sistani on a type of overrepresentation that would be acceptable to all parties. Am i sure, no but i do think the saddamites and nationalists will be compelled to take care of zarquawi at some point. Worse case scenario then would be a sunni Kosovo planted in the middle of iraq. mike
