This is a crucial point:

"In a pre-inaugural interview with The Washington Post, he acknowledged the discomfort in Europe, the Muslim world and elsewhere. "We need to work on a public diplomacy effort that explains our motives and explains our intentions," he said.

"That line," said Talbott, "particularly stood out as the interview was read on Embassy Row. The Europeans would like to see more than better explanations of American positions. They would like to see actual dialogue. . . . They want some give and take."


I worked in public diplomacy overseas for 13 years. It's not just about explaining motives and intentions, any parrot or wind-up toy can recite a briefing book.

It's about forming relationships with key contacts based on mutual respect where you actually convince other people that America has ideals worth believing in.

I don't think Bush and his crowd are capable of taking step one down that road - it would be considered "compromise".

Dale, that was an excellent piece. I think many in the U.S. don't even begin to understand the impressions that are being created outside the states, and the damage that is continuing to grow. That piece begins to put it into words.

Another interesting line from the Peter Baker article:

"Most of our side was trying to explain the politics, how it was difficult to do," the official said. But Bush "waved his hands and said, 'I don't understand this. Are you saying that if you got up and said this is necessary for the defense of Canada it wouldn't be accepted?' "

Yeah, well, that's just it. If our PM stood up and said something like that to "us", we'd be kicking his sorry butt all the way down Wellington Street. One thing that doesn't play well to Canadians is a pompous, arrogant politician. If a politician acts that way up here, he/she is burnt toast.
