Mitigating effect is increase in particulate matter in air, including primarily coal emissions, which also have cooling effect because they cut the amount of light reaching the earth. OTOH, this fine particulate matter, in that raindrops cannot form as easily, decreases cloud cover (in addition to decreasing rainfall).

So many moving parts, it is a challenge to see which is more important.
