It's just what I've read in every report that talks about the trouble we're having building up the Iraqi army to replace us. For instance, in Fallujah, we couldn't depend on them at all.

This can't be 100% correct, because the "bad guys" are also Iraqis, and they seem to fight to the death, not "cut and run".
