Actually, a number of technical issues "doomed it to failure" as much as technocrats or paid shills may wish to suggest otherwise. For example;

1. COST TO BUILD, TEST & OPERATE COSTLY GROUND OPERATIONS CONTROL CENTERS.

2. Globalstar only provided *commercial* service up to 66 1/2 N & S latitude; therefore, it could not provide coverage at the poles--something that special operations people, explorers, or mariners might appreciate.

3. Globalstar didn't provide coverage over the major oceanic bodies of water. Mariners, navy personnel etc. might need coverage over the oceans.

Given the cost of #1 (above) it is exceedingly difficult to ever picture Globalstar as a going concern in the commercial marketplace. Only business people, engineers or spooks thinking *government money grows on trees* could overlook operations costs.
