All the services always turn away applicants. Many who apply are not qualified for a wide variety of reasons.

and that, for now, the Marines and Army are making their goals with plans to sweeten enlistment goodies in the pipeline to make sure those goals continue to be met....

The pot has been sweetened. Nevertheless, the first recruiting shortfall has just been announced by the Commanding General of a major command.

What next? TWT. A 10% shortage in the Army reserves may not seem like a big deal and it won't be if it is a one year aberration. The cumulative effect of two or more years of such a shortage will however have enormous effect on our fighting ability.
