Signing bonuses have proven very effective in keeping talented people in the service. The bonuses should be targeted to meet those rates which are in short supply though.

But money isn't the only thing which keeps people in, quality of life counts allot, as does the kind of culture and esprit-de-corp your command fosters.

Karen, something else occurred to me when I read your post. There is one state in the country where this is the case, Illinois. If you enter the service from anywhere in the state of Illinois, and you were a resident for one year prior to entering, you receive 100% free college, books and all to attend an Illinois University.

I can guarantee the state of Illinois has benefited tremendously from paying this tab. Why other states don't go down the same road astounds me. I personally have met dozens of people who specifically entered the service because of the state rule.

California and Texas have something close, but the benefits are not quite as simple and clear cut as Illinois.

Reserves and NG can get a prorated college benefit.
There is a study in progress to increase that.
