I agree that is way harsh. I could see such a system for a top prep school, which has 100 candidates for each position, but teaching public school isn't a wonderful enough experience for people to be willing to put up with that.

CA would promptly find that it is having trouble attracting good teachers.

When he goes after nurses, he goes after all of us in medicine. If nursing had been a male profession, our salaries would probably be double what they are; same with teaching.
I wonder if he is going to take on prison guards and their lobby? Ha.
