It was naive to put human rights and democracy at the center stage of foreign policy if one was unwilling to enforce it. Is there any reason dictatorial regimes would willingly accept any incursions to their political power from outside sources.

Without the fear that they may be forcefully unseated from power, there is little reason to expect any change from regimes that are willing to cleanse their own population of any dissent.

Finally, one sometimes needs to make alliances that in retrospect might not look so good, but one would be forced to make them again if the same circumstances arose (Allies + Russia in WW2 is a glaring example).
