Your quote was out of context - read the entire post. Talking about democracy to a dictator that has everything to lose by it, and is willing to sacrifice his own people to stay in power is unlikely to be effective without the presence of (or at least the probable threat of) the use force. The rest of your post I will agree with with the exception that sometimes immediate concerns trump long term ones (again the example of cozying up to the Russian Communists during WW2).
