I did read the entire post.

The reason I only quoted part of your first sentence when I replied is that the full sentence doesn't make any sense:

"It was naive to put human rights and democracy at the center stage of foreign policy if one was unwilling to enforce it."

(No, that would not be 'naive', it would be cynical and hypocritical... not to mention ineffective and counter-productive.)
