The whole discussion pertained to Jimmy Carter.

I would say that the concept of soft diplomacy (without any chance of the threat of force) to achieve democracy was naive.

Cynical would imply that Carter had an ulterior motive other than the face value that democracy would be good for both those that achieve it and the US (through better relations, trade, stability etc).

I think most would agree that Carter was a president that meant well, he was just the wrong man at the wrong time (Neville Chamberlain comes to mind as another historical figure that fits the same description).
