Any organization that has fewer assets than liabilities is technically insolvent. That's a fact. It can still have cashflows and it can still be salvaged, but it is insolvent.

Congratulations...you have just described the US budget (with the exception of SS of course, and save for a couple of years of Clinton governance).

No, it's not. It's plain wrong.

Go look at Quest's balance sheet from its most recent quarter. Is Quest insolvent?

You aren't in trouble until your liabilities are due.
